I agree with Bill Bott‌, that's not an error thrown from Server. I'd speak with your IT staff on sorting out firewall rules. I'd also discourage unfederating. If you need to update the Admin URL of the federated Server/hosting Server, do it through the Sharing API: 1) Sign into the Sharing API as an administrator (https://portal.domain.com/webadaptor/sharing/rest/) 2) Click the Org ID link 0123456789ABCDEF 3) Scroll to the bottom and click the Servers child resource 4) Click on the Server ID you need to change 5) Click Update Server 6) Enter the new Admin URL. Note that the services URL can be changed, but there are a lot of other places you'd need to update, ex operational and basemap layers in webmaps, any items referencing the old server URL. License Manager is only used for ArcMap and Pro. I imagine all of your desktop clients are within your network, so you shouldn't need to open your firewall to the License Manager port. To be honest, I'm not sure what the documentation is referring to. If you're in a situation where your desktop clients are outside of your network, I'd suggest you contact Support for clarification. Are you able to reach the Admin API via the URL you used to federate? Can you validate the ArcGIS Data Store manually? There's a specific URL that's likely returning the 500 but there are a few requests that are made when validating a federated Server, so it's tough to know which that is without getting Fiddler or similar to intercept the traffic. ... The DR tool isn't doing much other than calling into APIs within Portal, Server, and Data Store. You'll likely see the javaw.exe processes for Portal and Server and a PG process for Data Store using most of the CPU, but it'd be good to verify that. The DR tool zips the backups which may use up some CPU, but that's after the backups have been created so it'd only be contending with normal usage at that point. ... View more

It's tough to say that adding X layers will change RAM consumption by Y as there are too many variables to give a concrete answer. I don't think it's linear, though. For example, if a service with 50 layers uses 100 MB, a service with 100 layers shouldn't use 200 MB but I've never tested or monitored that. Best approach is to test and see. You could also look into setting some of them to have 0 min instances.
