It's common to have an internal DNS and FQDN, (portal.domain.local), but also have a different external facing, (or even internal alias) FQDN. Unfortunately, Portal doesn't validate the URLs that the services or admin URL use during federation. So, outside of the port/firewall issues, if the certificate CN doesn't match the URL hostname or SAN doesn't exist for it, publishing will fail since Portal can't talk to Server using the admin URL. In AWS, there are no real "hostnames", so our CF templates use the internal IP address as the hostname. In terms of the inbound rules, can you describe where the Portal is in relation to the Server? I assume they're on different machines? Are they in the same security group? Glad it's sorted out, but it's strange that you can run the installer at one version and it doesn't complain, but upgrading to a new version, (the installer would then just uninstall then reinstall, but should be the same logic for usernames), would complain. Active/active can definitely help with rolling upgrades, as each machine participates in its own site and you can remove/add them as needed. What do you mean when you mention the data store is on a shared drive? Only the arcgisoutput directory is shared between the sites, and it's fine if one site is upgraded and the other isn't yet. ... Will the URL stay the same? If so, you can use CF templates to create your new deployment in the region you want, and use the same FQDN for the site. Your DNS doesn't need to update as the deployment uses the etc\hosts file on the machine to override DNS. Then, once that's done, use the DR tool to bring your content over from your original environment to your new environment.
