No, it won't work if you have an active and passive ArcGIS Server, as they're separate sites. My suggestion is to create a two machine server site and federate the site to Portal.

Hi James, when creating a highly available portal, both actively serve content, but only the database on the primary is accessible. In the event that the primary goes down for whatever reason, the standby will be promoted to primary. Once the old primary, (now new standby), is restored, it will join as the standby portal and access the database on the new primary. The steps outlined here should help to get you along.

This is due to a bug with the Web GIS DR tool that it requires a hosted server. You can extract the portal backup, (the portalsite file), from the webgissite file using 7-Zip or another similar program and use Import Site through the Portaladmin API to restore your portal.

Also make sure that the certificate used for the admin URL for the federated Server is trusted by Portal. While the federation will succeed, calls from Portal to Server through the admin URL may fail if the certificate used for the admin URL isn't trusted by Portal.

Sounds like a bug... if you're trying to publish any data that lives in a folder, and that folder isn't copied, the publishing process should copy the data to the Server. It shouldn't matter what type of source data it is. In this case, it should be smart enough to copy the Excel file. I would work out of a shapefile or file geodatabase feature class as a workaround and have Support investigate if this is a software defect.

You don't need the web adaptors for either Portal or Server if you're using SAML authentication. The web adaptors are only required if you're using IWA, and if you're federating, they're really only required for Portal, not for Server.

Does the service have multiple layers using different connections? I'm not sure of the format of the JSON that's returned, but there's a list somewhere in there that you'll need to loop through. I would print the data variable and see what it stores.

The Data Store won't fail over by just stopping the primary Data Store service or shutting the machine down because the fail over process is a bit intensive. Examples of situations that should cause a failover are if the primary loses network connectivity, (unplugging the ethernet cord), or hardware failures, (the machine crashes).

Have you looked at this blog? It describes how to run a model at a prescribed time. You'll need to do this using a script, though, but there's minimal coding involved as you're just importing the model, which is what does the work. Since Server has all of the same tools that Desktop has, you should be able to call on the Python included with the install of Server so you can import your toolbox with your model and run the model. What issues are you seeing publishing geoprocessing services? Have you installed the publishing patch? I don't think there's anything specific to publishing geoprocessing services, other than performance.
