You may want to look into a Hot Spot Analysis—Help | ArcGIS for Desktop. Based on population, distance from sidewalks, distance from other bus stops, and potentiality (can a car reach it? can a bus reach it?) I think you create a concrete analysis of this issue.

Personally, I would use a cursor. Are all the field names and types matching between the .lyr file and the Input Layer?

Just off the top of my head, a good place for a bus stop should include: -Accessability (can this place be reached via another sidewalk, road or bridge) -Convenience (near other bus stops or other transit stop locations) -Uniqueness (obviously not within 500-1000 feet of another bus stop, depending on usage) I hope this gets you started.

Is the 'Input Layer' in lines 13 and 14 the same layer? Cause you're deleting one layer in line 13 then creating a feature layer from it on line 14.

Move the print statement in line 34 to inside the for loop. So move it to between line 33 and 34. This will ensure that you're actually looping through the layer and updating rows. Again, if you need a unique count for each line, this is going to take a while. You may want to just do a Spatial Join.

IDs should be a list of all unique identifiers for the Trans_Lyr. IDs = [] with arcpy.da.SearchCursor(transLyr, ['..A unique ID field..']) as cursor: for row in cursor: IDs.append(row[0]) del cursor ‍‍‍‍‍
