I have found a script online that downloads attachments. Hopefully this will help. import arcpy

I assume there are different departments that access this data? Otherwise, you could just manage it in either GIS or Excel. This sounds like Python could help out.

Bud, Does your data reside in a database? If so, what type? If order for domains to be applied to a field properly, both the field type and the domain type must match (Text | Text, Integer | Integer).

You can use the Select By Location tool and specify a search radius within that. Also, you can select a feature within ArcMap and use only that selected feature (center point) as the search input.

I know I've experienced the issue you're having when I had two feature classes with different coordinate systems in the same database in which the service is published from... regardless of if the projected data was in the service or not. We were using WGS84 by the way... idk how NAD83 functions. Sorry I can't help...
