@PatrickAllen3 Did you make sure that the spatial reference you are using and the project units match? For example, if your spatial reference uses US Survey Feet, make sure the project units are also set to US Survey Feet. You have posted this on the ideas board and as you have noted yourself - this is not an idea. If you think you have encountered a software issue - please submit a case with technical support. @jcarlson Thanks for letting us know this (annoying) behavior has disappeared. It might be related to the tab you are on... and how/when certain DLLs load behind the scenes. I suspect you are on the editing tab and this is why you might no longer see this behavior or triggered the right DLLs to load.

I think that is your business decision to make. If you want to keep the old lines because they are associated with their record - then Josh's recommendation works well. Else you can also consider: Create a new record for the survey of record Select the parcels whose boundaries are being updated Shrink the parcels to seed Select the lines being updated and delete them Create the new boundary lines Reconstruct from Seeds

In a 'System of Record' (e.g. - Land Recods, Cadastral systems) the data has to be 'defendable'. We want to be able to understand what created each feature (point, line, polygon). So in my opinion, even if there are no parcels being created/retired, you want to create a record for it.

@jcarlson I am not able to reproduce the behavior you are seeing with ArcGIS Pro version 3.1 (and the future 3.2). 🤔 After opening the project, while on the Map tab, I use the Select tool to select a point, then right-click and use the Move tool. The 'rubber banding' indicates that the topology is on. How do you determine that the topology is turned off? Thanks, Amir

Thanks, @MargaretDuerwachter In order to prevent the tasks users from starting at any step they want, this might be an option reserved for task designers. As a task designer, you will be able to start at any step which will close the designer pane. Would that work?
