Hmm...interesting. So in the Export XML Workspace Document GP tool, there is a caution message that says the following: "The output XML workspace document can be very large when you copy both the data and the schema. Generally, this is not recommended for copying geodatabase data. Alternatives for copying geodatabase data include using the Copy tool or the Clip tool to extract subsets of the data. In addition, the Package toolset contains tools that consolidate, package, and share layers, map documents, address locators, and geoprocessing results." 8 GB is pretty big so size could be the issue perhaps.

Ah I see. So external disk drives are great for storage but very poor for any ArcGIS Pro operations such as geoprocessing tools, display, etc. Best practice is to have your data locally on your PC and/or a fast network share/drive. Problem: ArcGIS pro and Cloud Storage Services

Question for you - are you using a file geodatabase or an enterprise geodatabase. If eGDB, is the feature class versioned or non-versioned?

As Dan mentioned below, then a clean uninstall and a clean reinstall may be best vs. a soft reset of ArcGIS Pro. I did this workflow when I recently upgraded to ArcGIS Pro 3.5 and have had zero performance issues with the software.

I would test the newly installed ArcGIS Pro application and test to see if you're seeing poor performance. If not, then no, you do not need to perform a soft reset. My guess is uninstalling and reinstalling ArcGIS Pro deleted the ...*StrongName" folder.

Hmm...a question for you. Was the annotation in use by ArcMap created in ArcMap? And then you added it to Map View in ArcGIS Pro? The Upgrade Dataset GP tool documentation here -Upgrade Dataset (Data Management)—ArcGIS Pro | Documentation - has a chart down towards the bottom about read/write/supported between ArcMap and ArcGIS Pro. I wonder if it's a compatibility issue. My recommendation is you have one annotation feature class for ArcMap and another one for ArcGIS Pro.

Okay, I understand what you are saying now - thank you for the graphics. Agreed - it would be nice to have a "click" that reverses the label order from low to high to high to low. I looked to see if there was an ArcGIS Idea for this item and there was not. I would recommend you add a new ArcGIS Idea with this desired workflow. That way it gets views from the ArcGIS Pro Development Team.

@LoriEmersonKDOT - seeing this and your other question does make me wonder if something is up with your installation of ArcGIS Pro. I do not see this behavior either. Whenever I see general wonky behavior like this, I always recommend a soft reset of ArcGIS Pro. Here's the documentation on how to do this - How To: Perform an ArcGIS pro Soft Reset

Sadly I do not. I did attempt to use the Esri Support Services AI chatbot to see if that was a viable way to request a status update, but it failed to return an answer. What you may be able to do is add the Enhancement number to your "My Esri" account to monitor it's status.
