Hmm...a question for you. Was the annotation in use by ArcMap created in ArcMap? And then you added it to Map View in ArcGIS Pro? The Upgrade Dataset GP tool documentation here -Upgrade Dataset (Data Management)—ArcGIS Pro | Documentation - has a chart down towards the bottom about read/write/supported between ArcMap and ArcGIS Pro. I wonder if it's a compatibility issue. My recommendation is you have one annotation feature class for ArcMap and another one for ArcGIS Pro.

Okay, I understand what you are saying now - thank you for the graphics. Agreed - it would be nice to have a "click" that reverses the label order from low to high to high to low. I looked to see if there was an ArcGIS Idea for this item and there was not. I would recommend you add a new ArcGIS Idea with this desired workflow. That way it gets views from the ArcGIS Pro Development Team.

@LoriEmersonKDOT - seeing this and your other question does make me wonder if something is up with your installation of ArcGIS Pro. I do not see this behavior either. Sadly I do not. I did attempt to use the Esri Support Services AI chatbot to see if that was a viable way to request a status update, but it failed to return an answer. What you may be able to do is add the Enhancement number to your "My Esri" account to monitor it's status.

Agree with @MErikReedAugusta - if all you're looking to do is change the text for the labels themselves, just double click in the Label box to the right of the Upper Value box and type the syntax that you wish to see. I'm sure there's some automatic way to do this with scripting but manually changing the text is faster overall.

And adding to Joshua's question about whether the data is traditionally versioned or not, have the eGDB GP performance tools been performed recently? Compress? Analyze? Analyze Datasets? Rebuild Indexes? If not, then it would not surprise me that there is poor performance.

Major caveat for me - I do not write any Python code at all but I did find a related support case regarding poor performance with versioned data and the user running a select very similar to yours of REGION_BUILDINGS where REGION='REGION1'. The long and the short of it (and resolution for the customer) was: Resolution: It is not efficient to use layers and layer selections in the client's context. GP Intersect and arcpy search cursor recommended. Now how to rewrite the Python from GetCount to Intersect and Search Cursor, I do not know but something to explore/experiment. Hope this helps.

How is he adding the feature class to a Map View in ArcGIS Pro? Is he using a *.lyrx file or directly from the Catalog Pane? The reason I ask is because there was an ArcMap BUG-000146688 - "Adding a lyr file to a map or importing a mxd generates a warning in the layer properties; "This layer comprise a subset of features. To access all features in the source data, clear the exclusion set from the Selection tab." The solution was - "Go to the Selection tab and check the option to clear the list of excluded features or save the layer as lyrX to update the lyr file" The latest version this BUG was reproduced was in 2.9.1

I tested your described workflow using a PostgreSQL eGDB, archiving enabled on the FC, not versioned. I configured ArcGIS Pro to have have "start/stop" edit mode in ArcGIS Pro 3.5.0. I can edit the FC without issue. I create a JOIN with the table coming from the project fGDB. Then start an edit session and can edit the FC without any problems. No error message. So I wonder if it's an ArcGIS Pro 3.3.5 issue perhaps? I don't see any reported bugs in the internals.

@ChelseaLynn - when you run the Repair Geometry tool, are you using the layer from the Contents Pane? If so, try running the tool again but use the feature class from the Catalog Pane or the Browse button for the Input Features parameter instead. Is the result still the same?
