Okay this is interesting.  The basemap does work if the user is connected to ArcGIS Online from their list of ArcGIS Pro portals but fails if ArcGIS Pro is connected to the organizational portal.  There are very few support cases on the error message that you listed but one that's similar had the following resolution:   Check with IT to see if there are any rules to restrict access to the server geographically by IP or geofence. Check whether the firewall of the network connection has whitelisted the following domains: *.arcgis.com *.arcgisonline.com [arcgisonline.com] *.amazonaws.com [amazonaws.com] *.virtualearth.net [virtualearth.net] (for Bing maps) *.esri.com What's curious to me is why this one machine cannot see the basemap yet all others can.  What is unique about this computer?   ... To my knowledge, without the Network Analyst, there are not too many options to conduct advanced network analysis.  You could simplify that analysis with buffers to calculate distances for service areas.  There are likely open souce tools using QGIS or pgRouting as well. ... View more

In all seriousness, ArcGIS Pro does not support dynamic domains natively so some type of scripting would be required for this type of functionality.  I wonder if an attribute rule of some sort would work? Update:  I created an immediate calculation rule for inserts and updates to the feature class where the date calculation is based upon another fields attribute value of 'Active' vs 'Inactive'.  The arcade expression would be something like this:   if ($feature.Status == 'Active') { return Now(); } else { return Null; } So if you add a new feature it calculates today's date - same if you move the feature.  I also had to use default attribute values in the feature template where Status is set to Active for the insert trigger to work.  Would this work? ... There's a similar Esri Community post here that may be of assistance - Why can't I add the Basemap for "USGS National Map" on both ArcMap & ArcPro? Interesting.  Okay, try this.  In a new ArcGIS Pro project  use the new default file geodatabase, copy/paste the FC to the default fGDB, label the FC using any expression language you want and see if the error message persists.  If it does not, then there's an issue with the original FC.  You can use the Repair Geometry GP tool to see if there's an issue with the original FC too. ... So a couple things I'm seeing that are related to your experience: 1.  If you switch the language from Python to Arcade, does the error message persist?  The expression would be $feature.GRIDPIN 2.  There is BUG-000164308 - "The drawing error, "Failed to evaluate label expression. Error parsing the WHERE clause. One or more fields could not be found." is returned after adding a label expression that uses Shape.STLength() in the WHERE clause."  Not exactly related but close.  It was non-reproducible and first noticed in ArcGIS Pro 3.2 due to the introduction of Drawing Alerts.  Are you using a file or enterprise geodatabase in this case? ...
