I am able to see both layers in ArcGIS Pro 3.6.2 application.  The way I added them was in an active map view, I clicked the Add Data dropdown and selected From Path...  Then I copied and pasted the URL for the 2 links you provided in your question and both layers added just fine.  I did have to change the color schemes to an appropriate/preferred color scheme.  Do you know what release of ArcGIS Pro your client is using? ... In a geodatabase, a relationship class can’t usually be “reconnected” the way a broken map layer source can. If the relationship class is truly missing or its participating tables/classes were renamed/moved, the standard solution is to recreate the relationship class (or revert the datasets to their original names/locations).
