Depending on your scenario, you might take a look at the Admin Tools from GEO Jobe I have used the AGOL ones a little bit. They now have a Portal version that supposedly lets you copy from AGOL to Portal, dev to test to prod, etc... Maybe it would work for you? Have you checked the Portal logs? Maybe Fiddler would have insight into where the slowness is occurring? Networking issues? Have you tried doing any simple network analysis like ping & Tracert to make sure the issue isn't something outside your control?

Jacob; Curious about one thing. Since the DataStore is a managed DB, it seems to mean from what I can tell so far that it's pretty much transparent to the user and to the admin. It just does it's thing. Have you had any issues with things getting out of synch or mashed up?

I think Jacob's idea is a good one. I recently wasn't able to create New Folders on Portal, even as an admin. I set permissions on C:\arcgisportal to give write access to the account and things started working. Unclear why the permissions were not set correctly with the initial install but there it is.

Pretty sure you want to upgrade. First off, Portal is now bundled with AGS which it wasn't back when... Secondly, I believe offline mode wasn't enabled until 10.2.2? If you have to go to 10.2.2., you might as well go to 10.3.1 This depends perhaps on your licensing. But I also think to go offline means you have to some extra work to do: Take maps offline—Portal for ArcGIS (10.3 and 10.3.1) | ArcGIS for Server I think just having a map service is not going to give you offline mode with portal. You might have better luck in your scenario with Collector and AGOL: Take maps offline—Collector for ArcGIS | ArcGIS Good luck with the project.

An update of what I've learned so far: 1. I built an all-in-one box on a VM on my local development box using the Chef cookbook from Esri. This was after I had developed some stand alone boxes, federated them, hooked them to AD, etc... The Chef method is very fast and gets you jump started. I fumbled for a day or two understanding some settings. But after getting the json file correct, I can do an install in a few hours and have a fully working Portal, Federated Server and Data Store all working on a single box. Great for dev and testing. Probably not best for production but others report success with the setup in production. I consider this a development/sandbox setup. And with Chef, it's one I can destroy and recreate in no time. In fact, I've done that twice already as a test. For more info: GIS Standardized Installation Tool - Chef Provisioning Cookbooks have now created individual boxes for: Portal, Federated Hosting Server, Data Store and IIS (which holds the web adaptors and eventually some websites). The data config files are sitting in a shared folder available to all boxes. This will be a Test setup. I created these boxes using Chef as an individual install per box. This is a bit outside the scope of how Pavel setup the Chef cookbooks so I have to do some hand work with security and such. But again, the use of Chef makes this process much easier. Of course, one issue is you then don't read through all the help instructions so you may not understand Portal as well as you would otherwise. These boxes were all built under VMware on my local PC (it's a beast) and are now with the Systems guys to finish putting into the sphere. I ended up putting the all in one dev box onto the sphere also where it runs faster. I figure going through all this should mean that a Production installation will be faster & simpler and quite solid. I'll report back on how well the Chef method worked as individual installs and the gotchas I encountered.

I recall a similar issue one time that went away after I rebooted Portal. I assume you have you tried that since you've tried multiple machines but JIC. Otherwise, that sounds like a possible permission issue? I recently had to give write permissions to some arcgisportal folders before a portal user (admin level) could even create new folders.

I believe you need to have the web adaptor installed and possibly sounds like a security certificate issue to me. Make sure Server and Portal are on the exact same version if the server is hosting for your portal. See this thread: Blank page after installing Portal for ArcGIS 10.3.

Depends on what you plan to do with Portal. You can register map services from your 10.1 AGS to Portal 10.3.1 But if you plan on using a Hosting Sever and the DataStore then everything has to be in synch on the same version as Portal. You can do a conglomeration of your Portal/DataStore/Hosting Server/Web adaptors and still register your 10.1 map services with Portal. If you want to quickly build up a 10.3.1 Portal setup with full operation (aka a Full Stack AGS Server) then check out: Blog posting: Chef Cookbook available to automate ArcGIS for Server configuration | ArcGIS Blog GitHub with instructions, cookbook, etc... Get Started With ArcGIS Cookbook · Esri/arcgis-cookbook Wiki · GitHub This will let you create an all-in-one server for experimentation (or usage) with very little effort. This will setup the portal, hosting server, web adapters and datastore so users can publish feature services, etc... Depending on your security setup, you might have to do some tweaking of that part which can be a bit tedious. If going into production, you'll want a signed security certificate from a provider and not the private ones installed. BTW - my understanding is you want to use 10.3.1 not 10.3. There are a couple of good white papers mentioned in other threads regarding overviews of Portal. I don't find the links right now. But search for "ArcGIS 10.3.1 for Server Functionality Matrix" it's a pdf. And Portal for ArcGIS 101 by Derek Law.

Kurt: Are you publishing from a client with ArcMap or are you publishing from the AGS unit itself? If from a client, I would break and reestablish the connection to AGS. But from your post, I think you're publishing on AGS itself (which we often do for various reasons.) I don't know why the Web Adaptor would be involved, but if you haven't, I would rebuild that connection. Just brainstorming here, but perhaps that AGS user account is missing permissions needed in other folders (like arcgisserver and down or in Program Files...) If would try bumping that AGS user account to local admin and see if that changes anything. That is not conclusive though because of the new UAC permission stuff in Windows. Just being admin doesn't let you immediately right into Program Files and other system folders. You can drop the UAC level (I forget how) and maybe that would affect this? But a folder permission issue doesn't seem to me to jive with an error log message about "Service 'System/PublishingTools.GPServer' not found" Perhaps if you break and reestablish the Authentication Tier it might reset some permissions? This is an issue that sounds to me like Esri Tech support needs to be involved in.

I'm a little unclear on your question but I think this might be what you're after: You can register some or all of the services from AGS with Portal and set up appropriate permissions on the registered services. AGS and Portal can be at different versions in this scenario. Or you can Federate AGS with Portal but they have to be on the same version. You also need to consider if you need a Hosting Server with Portal and its associated DataStore (a managed database) for Feature Layers. There is a very easy way to make a Portal that's an all in one box (Hosting Server, Data Store, web adapters and Portal) by using Chef and Esri's Chef cookbooks. Sure, I should have said, Geo Event processor to be accurate. It's an extension to ArcGIS Server (AGS) that allows for real time processing of data streams: GeoEvent Extension | ArcGIS for Server At this years UC, the GeoEvent guys mentioned some fairly impressive numbers for data rates. I believe they mentioned 2KHz (or 2000 events per second) with AGS 10.3.1. Now in the field of high speed data acquisition, that's low but for mapping solutions? Blazing.... Here's a free training seminar from AGS 10.2 Esri Training | Real-time GIS with ArcGIS GeoEvent Processor for Server and a good blog resource that points to a lot more info: What is the ArcGIS GeoEvent Extension for Server? | ArcGIS Blog I have not yet set one up, it's on my near term list. As I understand, It works a bit like Model Builder. You select Connectors to your data stream and there a bunch of connectors available: Input Connectors—Real-time Data Feeds and Sensors (10.3 and 10.3.1) | ArcGIS for Server then you can add filters, triggers, geofences etc... and then hook up the data via output connectors to a map, email, file, IM, JSON, sockets, etc.... Output Connectors—Real-time Data Feeds and Sensors (10.3 and 10.3.1) | ArcGIS for Server Not sure how you would hook up an iPad as an input connector. Most traffic tracking systems that I've seen used have a GPS on the vehicle that is then fed to a proprietary system. We're looking at trying to get an RSS feed or a TCP socket from our current VTS (vehicle tracking system) so we can display it on a map. I wasn't even aware that Collector could update at 2 hz. Have you rebooted your machine? This is not meant to sound flippant, and it probably won't correct your issue, but we have had this fix many issues on our systems over the years; especially related to slowness in ArcView and/or connecting to Enterprise Geodatabases. Good luck.
