Sorry, I messed up. It published from a tile cache in a map service it is not an image service. The application calls the tiles from the service using the below format https://xyzx.com/server/rest/services/xyzx/xyzx/xyzx/tile/{0}/{2}/{1}/256/png8 where {0}, {2}, and {1} are replaced by the level, column, and row of a tile in the cache. So, will this url formant be the same at 11.3? Will the tile formant 256 png8 still be available?

I did try the ChangeDetector but it was a little bit unstable and slow with my data. https://docs.safe.com/fme/2021.2/html/FME_Desktop_Documentation/FME_Transformers/Transformers/changedetector.htm So, in the end I went with the CRC calculator. I did have to sacrifice updates on my main target table (I have a few derivative tables that do get updates basted on the output of other transformers). So, if there was any change in a row it just deletes it and then inserts it back.

I just recently did a project like this between a customer information system and GIS using FME. I used the CRC Calculator for change detection and then deleted, inserted, and updated my target feature class in GIS. Then I set the FME workspace up as job on a server that runs every night. https://docs.safe.com/fme/html/FME-Form-Documentation/FME-Transformers/Transformers/crccalculator.htm In another project, with Cityworks and GIS, I kept the only the spatial data in GIS and then joined the attribute data with a Oracle database link to the non-spatial system. This worked okay too, but it is a little show and clunky to work with.

@ZeusThompson, what is your goal? Are you just trying to get the rows for a version for yourself? Or are you trying to create a view for use by an application or end users who might not have a sql tool? Is it is the version that you want to query always going to have the same name? If it is just for you I would do as @DavidHoy suggested. If you are trying to create something more user friendly you could use python with sql or an oracle stored procedure. Is your SDE versioned? For un-versioned data I would to the following: Let the DBA handle the database backup If you do need to restore an object or objects. Have the DBA restore the database to a new/different instance of Oracle. Then I would use Esri tools to move the data from the restored database to the production database. This could be a python script, FME, or ArcCatalog. Doing things this way ensures your SDE metadata tables don't get out of sync with the tables in the database. Then you will also have to deal with any grants you may have had on the refreshed tables. You can replace them with python, ArcCatalog, or SQL.

Yes, I am very aware of the ArcMap life cycle and Pro push. We are a power utility. So, we will not be getting off ArcMap for a number of years as the migration to the utility network is a major undertaking. I think for us it makes the most sense to just deploy ArcMap to the devices with fgdb dump of our SDE for offline use. And then use a Portal web map or app for online use. That way we can use the same mxd on the device that the web services are based off.

Okay so it looks like Explorer is not technically dead on windows: Deprecation Notice for Explorer, Collector, and Tracker (esri.com) "What about the Windows versions of Collector and Explorer? Will they be retired in December 2021 as well? We are not actively in development of ArcGIS Field Maps on the Windows 10 platform, so Collector (Windows) and Explorer (Windows) will be supported for the foreseeable future. While they are not planned to retire – there are no additional enhancements planned for the Windows apps. For users who need a Windows solution in active development, ArcGIS Survey123 and ArcGIS QuickCapture are active in their cross-platform development and continue to build new features on the Windows platform. Additionally, ArcGIS Pro supports GPS-based data collection workflows (blue dot, map panning to keep blue dot centered, etc.). ArcGIS Pro already supports commonly requested features such as the Utility Network and the ability to operate completely offline for long periods of time." So, this does not say anything about windows 11 support. I am guessing it is not supported there.
