Hi Randy, Sounds like theres couple of issues at hand here. I would like to start of with the original Portal-Server configurations you had before, If you can tell us more about that, it would help here: 1. Was Server and Portal Federated? is Arcgis Datastore in the picture as well? 2. Are they on the same or different machine? 3. Do you have a system diagram that you can share? and from there, tell us if you are still using the same Server site (config store and directories) or are you creating a brand new site? Based on what you mentioned above, If you are "upgrading" the Arcgis Server component, then you should see "Continue Upgrade" rather than "Create new site" or "Join Existing Site". The error mentioned there, simply says it cannot recognize that account you entered for that particular site. or its the wrong username and password. The join existing site feature only come into place if you have a multi-Arcgis Server machines. In that situation, you would need to upgrade the hosted server first, then sequentially, upgrade your other Arcgis Servers. If you are accessing https://machinename:6443/arcgis/ you will get that splash screen. That is an expected behavior. If you type in the full address with arcgis/manager or webadaptorname/manager, then it should re-direct you to the portal login page that you see above.

From the looks of things, it appears that this new 10.6.1 is already in a federated state. If you are still seeing the 'Unauthorized Access' errors, can you share with me if what URL are you accessing the Server manager with? 1. Is it with https://machinename.com:6443/arcgis/manager or https://localhost:6443/arcgis/manager or https://dns.com/Webadaptorname/manager?. 2. What is the Service URL and Admin URL is set to for your federation: Services URL—The URL used by external users when accessing the ArcGIS Server site. If the site includes the Web Adaptor, the URL includes the Web Adaptor address, for example, http://webadaptorhost.domain.com/webadaptorname. If you've added ArcGIS Server to your organization's reverse proxy server, the URL is the reverse proxy server address (for example, http://reverseproxy.domain.com/myorg). If your organization requires HTTPS for all communication, use https instead of http. Note that the federation operation will perform a validation check to determine if the provided Services URL is accessible from the server site. If the resulting validation check fails, a warning will be generated in the Portal for ArcGIS logs. However, federation will not fail if the Services URL is not validated, as the URL may not be accessible from the server site, such as is the case when the server site is behind a firewall. Administration URL—The URL used for accessing ArcGIS Server when performing administrative operations on the internal network, for example, http://gisserver.domain.com:6080/arcgis. Curious to know what version of Portal this is. (10.5.x, 10.6.x or 10.7.x)? Most common issue with this is related to the in correct settings in the browsers. I would check other browsers, and see if the issue the same. if so, I would see about logging back in as the portal initial admin account (IAA) and add the Enterprise User manually to the organization. or set up Automatic account creation mentioned here: https://enterprise.arcgis.com/en/portal/latest/administer/windows/automatic-registration-of-enterprise-accounts.htm#ESRI_SECTION1_DC5F05D8E84B4792A2677657BF567FB8 If the issue persist. Hi Andrew, Since you can see Arcgis server REST and Admin, wondering if you can access the Manager end point from a different browser, Firefox/Chrome, from the machine where Arcgis Server is installed and or outside of the machine, like from your local desktop. I've seen this related to the browser/ shortcut of the Server Manager link. If you replace the link with the proper URL path it should work for you.

Hello @André, Can you please share with us your current configuration of this Arcgis Server? is it Federated? or Stand alone Arcgis Server? Newly created site or an existing site? Thanks for sharing the error. For some reason this error is hitting the internal Portal Organization ID which is set to 0123456789ABCDEF, which is the case for all Portal for Arcgis, and not authenticating the "test" account, which I assume is the Active Directory account that is trying to log in. The the licensing model has changed in 10.7 by applying the JSON file, can you check and confirm in Portal admin, that you have the appropriate license and that the attempted user has been invited or that the automatic creation account has been enabled? https://enterprise.arcgis.com/en/portal/latest/administer/windows/automatic-registration-of-enterprise-accounts.htm

Hi Maddison, The error you are encountering is actually quite common and in most cases, miss-used. First we actually need to know whether you are actually trying to use Arc Map 10.3.1 with Single Use license (ESU123456789 or EVA123456789) or Concurrent use (EFL12345679). Second, the issue with "Could not connect to an ArcGIS License manager running on host 'Not_Set'" is actually trying to connect with a License server that you may have installed on different machine or another machine. you will need to know the host-machine name or IP address in order to set that. Now this option again, is for the Concurrent use licenses only or when using the EFL licenses. Third, there should not be an issue when accessing through Mac via Parallel as long as you machine is able to communicate with the License Server: Configure ArcGIS License Manager to work through a firewall—Help | ArcGIS for Desktop. These resources might help as well: Could not connect to an ArcGis license manager running on host "Not_Set". Error: "Not_Set" is an invalid hostname. Please enter a valid hostname. Hi Michael, I didn't find anything strange other than the licenses below. It appears that all of the Enterprise stack is created. If possible, before you blow the resources away, can you check to see if the machines are actually up and running? I understand that the software may not be there, but in some cases, those resources or machines are up and running and you can maybe check to see if there is any discrepancies in the licenses they were authorized for: You can you verify if the licenses you have are for the proper version? on the machines you can navigate to this location and view the file: C:\Program Files\ESRI\License10.6\sysgen\keycodes. HiMichael Hamsa, a related case I've seen on this was due to a "space" in the license file name: example: portal - keycodes.ecp. or server - keycodes.ecp. Try removing the spaces and re-deploy again. If the issue persist, please share the detailed logs on the tread. #arcgis licensing

No worries Bill, this one took us some time to figure out that the call it was making during the Webgisdr process. Since exporting Arcgis Server alone via the server-admin end point will not behave the same if you have Web Adaptor enabled or disabled. Hope that makes sense.
