I'm not able to reproduce an issue with setting the map's scale with this test case. Can you try this code against your service?

Can you try a tool like HttpFox to see what requests are being sent from Firefox and if any of them are failing? It may be that you don't have a crossdomain.xml file on your ArcGIS server.

The Map can only be in one spatial reference. In the code you'd set the IdentifyParameters.spatialReference property. You could hard-code it to an instance of SpatialReference, or reference the Map's spatialReference like how it's done in this sample: http://help.arcgis.com/en/webapi/flex/samples/index.html?sample=IdentifySample

This is the correct usage and behavior. When identifying on "visible" layers, it's working against the default layer visibilities as defined in the service/mxd, not the overrides you've made on the client on the ArcGISDynamicMapServiceLayer.

identifyParams.layerOption = "all"; identifyParams.layerIds = [11]; is the proper use of the API. You could call identifyParams.layerOption = "all:11" a shortcut way of doing the same thing. Either way, the REST request should be the same. Are they not? What version of the API are you using?

Setting the identifyParams.layerOption to "all" should be all you need to do. Are you able to reproduce this issue when using the REST Services Directory identify page? You may need to contact ESRI Support to see if this is a bug or known issue with your configuration.
