It shouldn't require a debug player to run, but you'll want a debug player for development. The first download under Windows is for IE only. Chrome uses it's own bundled player. The second download is for non-IE browsers. What does Firefox show at: https://www.adobe.com/software/flash/about/

I recommend leaving the project compiler settings to "Use minimum version required by the Flex SDK". You only need to change this if you need to require the user to have a newer version than the minimum for the SDK you're using. You can see what version you have installed at: https://www.adobe.com/software/flash/about/ Also, the 32 bit Flash Player can run on 64 bit systems when running in a 32 bit browser. You can also test this using Chrome which includes its own Flash Player plugin.

The code looks OK. Does the trace come out fine every time? Are you setting the infoWindowRenderer property of the GraphicsLayer? If you are, I'd try not setting it since your code is taking care of showing the InfoWindow.
