Enabling / disabling SSL only is a question best answered by you / your organization. The documentation for configuring your organization's security settings has some more info: Configure security settings—Help | ArcGIS And yes, unfortunately, each browser behaves differently..and can change when the browser automatically updates.

Hi Adam, You should be able to share the tile package via ArcGIS Desktop. This message was added to the website in a recent release as an attempt to improve the experience when uploading large files through the UI (i.e., browsers). It wasn't intended as a way to impose a hard limit (though the message definitely indicates that and it certainly imposed a hard limit through the browser uploads). At around 1 GB, we found that the upload would usually not succeed through browsers. So instead of letting the browser timeout after quite a bit of time elapsed, we messaged up front and prevented that situation from happening. Impressive you were able to get 2.5GB+ uploaded though.. We'll look at improving the messaging and consider presenting in a fashion that allows you to bypass and continue to upload the file through the browser if you choose. Hi Bryan, Is your organization configured to allow SSL only? If so, the service may be getting blocked by the browser when add item attempts to make info requests to get the service information. You can switch switch the service URL you're attempting to add to HTTPS (though it doesn't look like the server supports SSL in this case). You should also be able to override the browser block - the behavior for each browser is different, but you might see something in the URL input box. Like a shield or something else that indicates a resource has been blocked. Clicking the shield will allow unsecured http resources to be added (be aware when doing this, it means the page is no longer fully secure. So this should only be done with trusted http resources). Hi Mary Ellen, Doesn't sound like you're doing anything wrong. Can you try this: Enable popups on the layer you want to apply the filter. The filter definition will then be saved in the web map. If it’s necessary for popups to be disabled, after saving the web map with filter / popups enabled, open the web map again and disable popups and resave it. The filter will remain applied with popups disabled. This may be the issue you're seeing (it's a bug with map service feature layers that don't have popups enabled - will be fixed in the next website update, in September). Thanks, Chris

Hi Don, It's a bug planned to be fixed in the next website update (September). This did work before but at some point recently stopped working. As nothing has been changed related to this functionality, we suspect browser updates may be the culprit (though that seems incongruent with the fact that it's an issue across all browsers..). One of the options is to convert to a public account.
