Have dug through the documentation thoroughly and checked myself multiple times on this. Attempting to use the ArcSOC optimizer or the Excel Reports extensions causes 403 returns and appears to be an issue with python calls. I have attempted to use multiple different user accounts for the authentication needs of these extensions and used both direct connections to individual machines or an F5 BigIP based VIP that's load balancing across multiple machines all with the same 403: Forbidden results. Have confirmed all accounts that were used can call the token page in Chrome from the AGS Monitor server just fine and with all URL variations was successfully able to authenticate with all user variations. Unfortunately, the Excel Reports extensions fails to capture any logs but within Monitor it does throw a 403: Forbidden response. ArcSoc does log this and I have attached an example of those logs. Naturally, this isn't a Help Desk supported item and not yet convinced it's worth shelling out the credits to address this with the Prof Services team.

Unless we missed this in an update (possible but sort of doubt it) then Collector still doesn't support domains on subtypes. We have a workflow that has required us to utilize 12 different map services all downloaded as part of a single Collector Map to get close to the desired result. We've been waiting for Collector to support this for well over a year so we can scrap this massive resource hungry process and go to a single map service.

Best way thus far we have found to do this requires decent knowledge on the database side. We accomplish this using DB triggered stored procedures. The catch for us is that most of our collections are in offline mode so in those cases it happens when users get back to the office and sync. Still proven to be effective for online use or in conjunction with Web Apps.

Build a COMMIT trigger on your database to run to do this for you. When the user saves the edits in the app it will trigger the procedure on the database side and populate the field. This only works if you are in a connected mode and even then the user may have to refresh their app after committing in order to see the calculated field updated. In a disconnected mode this can't be done because it would require everything to get syncd back and updated down to the users device.

So here's another thought when we handle a brand new SQL DB that you are configuring for the first time we have a 2 step process we refer to as the "is DBO then as DBO switch". Essentially, when we build the blank DB on the SQL side we make the sde user the dbo with the default schema set to dbo, we run the ESRI processes to make it an eGDB, after that process is done we change the sde users permissions from being the dbo and give dbo back to the SQL admin user but set the sde user as db_owner role. https://serverfault.com/questions/247060/sql-server-dbo-vs-db-owner-role-member May just need to get the sde user set back to be the dbo. Additionally, don't be surprised if this occurs although I have seen it happen more with Oracle DB's but when you get a successful connection with the sde user you may get a prompt to provide the key code file from your ArcServer install as part of this. We generally upgrade our SQL side stuff at same pace as our ESRI platforms so not seen it there but our Oracle DB's lag behind as they are still 11g so 1 sde schema for the whole DB makes things lag for ensuring all users/data sets are ready to handle new version shifts and it happens in Oracle often for us.

Agree with asrujit_pb about checking to be sure it's not a synch issue that's left orphans. Any specific reason that you are using the ODBC 13 driver? If not then I'd try the Native Client. Believe ESRI has a copy of it available for download with the 10.5.1 release but if not you can go out and download it from MS site. Just remember it's the 2012 Native Client because there's been no new release for it in the 2014 or 2016 SQL releases. We've been using the Native Client since 2008 R2 agency wide for a few hundred users and not had any issues yet.

You can review my post at bottom of page 3 on this thread dated August 27. If that's not what fixes things for you then there is a slew of other potential solutions in the thread. We never use this tool when building our DB's but agree to start with steps from asrujit_pb first. Errors do look to be more connectivity related than permissions related but the error messages aren't always the best. Depending on whether you manage your own instance of SLQ Server or have a DBA it may be worth exploring this alternative option for creating your EGDB over the toolbox tools. Build new DB in SQL Server and give it whatever name is desired (ex. GIS). Create the DBO account (ex. sde or GISAdmin) you wish to have own the new DB. Grant this account (GISAdmin) the DBO permission by setting: GISAdmin IS dbo statement. Create a new DB connection in ArcCatalog using the DB account GISAdmin. Right click on the new connection and go to "Enable Geodatabase". Process runs and essentially does what the ArcToolbox tools you showed are attempting to do except without having to use the SA account. Once the process has completed verify your connectivity to the EGDB. Go back into SQL Server and issue the change: GISAdmin AS dbo. You are all set to go but I'd also recommend at that point building and assigning your different schema's and schema owner accounts all within SQL.

So you mention your IT department's current standard which mean I will assume you have a SQL DBA. Have DBA perform a backup of existing DB you have in SQL 2008. Restore the backup into SQL 2014 (don't forget to address user accounts so you don't get orphans). Using 10.5 Catalog log into the SQL 2014 DB. Perform upgrade of 10.1 to 10.5. Sorry for short explanation running out the door but that's the route I'd go down and we've moved multiple databases multiple times from 10.0 through 10.5 now on SQL 2005 - 2016

If it's in Collector but you rely on wifi/4G connectivity then it's collecting in live mode and no replicas get created. If the map is being downloaded to the device to work without internet then a replica should be created. http://doc.arcgis.com/en/collector/android/collect-data/offline-use.htm
