Yeah SQL throws that out as a blanket statement but pretty sure it doesn't actually do a drop. Easy way to test would be create a feature class and apply some aliases and domains. Pretty certain if it does a drop the domains at least have to be re-applied but think aliases do as well. If it lets you re-arrange and there is no impact then I believe that answers it. (Can say from all of our work the only alias/domain work we've done post field re-ordering in SSMS is if it was a brand new field that hasn't had aliasing or domains applied yet).

No it's not a limitation in the DB. We actually do this on average once every other week at least due to front end application design changes/needs or a new field being added that users want showing up in a specific order somewhere along the architecture chain. It's actually really straight forward in SSMS and is done by right-clicking on the table in the drop down that appears click on "Design" and then in the design view it's literally drag and drop to re-arrange fields where you want them. Click save, refresh your Arc products. Below is an example of the design screen and its the small boxes to the left of the field names that when selected an arrow appears inside the box and you can then drag and drop.

This is something ESRI has had in place for a little while, maybe a year or so. We use ADFS and sounds like you probably would as well but there are a few other options and I can say we briefly tested the 2 factor auth that can be enabled in AGO with ADFS in place and it worked out fine. So we haven't gone into testing on this as of yet but has anyone tried out the new "Trusted Servers" feature in AGOL for use with web-tier authentication (URL and copied details below) as this would seem to solve the problems as long as you are working with a single AD forest? I know we were interested to hear that we would at least be able to switch over to web-tier for our Collector projects but not sure that this will resolve the dual authentication prompts from iPads. I've already had to explain to our users that from desktops we can't pull in their windows credentials to pass through because we run 2 AD forests (internal and external) with a 1 way trust where external trusts internal but internal doesn't trust external. We've had to build out our solution using the external to facilitate usage by contractors along with internal users but it has created some frustrations for internal users having to create/use secondary AD account/password combos along with having to enter the external creds from desktops since their internals can't be authenticated form local system login. Unfortunately, after over a month working with various levels of the ESRI support staff we have learned that there is zero planned intention for ESRI to modify ArcServer to be able to support multiple forests so our last hope is we've found a workaround in ADFS that's allowed us to auth both internal and external into AGOL from the single external ADFS instance and we are hoping to create something that allows us to trick ArcServer and make this work as well, possibly using an LDAP config over Windows Domain config. Configure security settings—ArcGIS Online Help | ArcGIS For Trusted Servers, configure the list of trusted servers you wish your clients to send credentials to when making Cross-Origin Resource Sharing (CORS) requests to access services secured with web-tier authentication. This applies primarily to editing secure feature services from a stand-alone (unfederated) ArcGIS Server or viewing secure OGC services. ArcGIS Servers hosting services secured with token-based security do not need to be added to this list. Servers added to the trusted servers list must support CORS. Layers hosted on servers without CORS support may not function as expected. ArcGIS Server supports CORS by default at versions 10.1 and later. To configure CORS on non-ArcGIS servers, please refer to the vendor documentation for the web server. The host names need to be entered individually. Wildcards cannot be used and are not accepted. The host name can be entered with or without the protocol in front of it. For example, the host name secure.esri.com can be entered as secure.esri.com or https://secure.esri.com. Note: Editing feature services secured with web-tier authentication requires a web browser enabled with Cross-Origin Resource Sharing (CORS). The latest versions of Firefox, Chrome, Safari, and Internet Explorer 10 and later are CORS enabled. CORS is not supported in IE earlier than version 10. Looks like Adrian has given great info for a rating scheme and I held off commenting to see what all was brought up. Reason I am commenting was to better understand the analysis DOT's put behind this and I saw the original post mentions "better represent the actual safety urgency". Some of my first thoughts were is the intention to understand hot spots based on personal injury or property damager or both? Is it neither and it's trying to understand potential safety risk factors in an area that potentially correlate with the higher/severe incidents with hopes of being able to identify and apply mitigating factors against that risk? How do you account for false positives such as a 5-fatal that is due to not wearing a seatbelt but had a seatbelt been worn would have been a 1 or 2? Are there seasonal considerations or specific weather considerations accounted for? May not even be the depth or clarity you are working towards which is fine and this is just more me wanting to understand the logic behind analysis for these things. Thanks

Neil already got this spot on. The only other things to possibly consider would be some of your security settings. From "My Organization" go into "Edit Settings". Go down to the "Security" tab. In the top section for "Policies" you might need to put a check in "Allow anonymous access to your organization's website. (XXX.maps.arcgis.com)"

Well considering the URL it appears to be their ArcGIS Online page. This page you linked to is simply their home page and they are using some a group that allows for the modification/control of "feature content" that appears across the page. We haven't gone down the path of using AGOL for our outward facing content but I guess they could be using their paid subscription for AGOL and then leveraged the Esri | ArcGIS Open Data options. Just based off the fact that along the top of that page are the options for traditional AGOL features (Gallery, Map, etc.) I'd lean toward it's not their Open Data page.

Ted, you are dead on and I can confirm we have done this on tables that are versioned and un-versioned, using archiving and in use by a front end applications, apps built with web-app builder as well as through the Collector app. That all sort of plays to the link Melissa provided on a best practice of making ordering changes on the front-end.

So didn't notice any comments regarding if anyone was using Clustered Servers or if you are getting this in a single server environment. I can say that we have several environments with as few as 2 and up to 6 clustered servers and have seen this many times. We do keep a number of our 300+ services running with an initial instance count of zero to conserve on full time resource usage. In general when we have seen this it's been a result of issues propagating changes across the multiple clustered servers. Something as simple as starting or stopping services is a command that has to occur across all the services in the cluster that host the service. It seems pretty common for 1 or more of the servers to hang up or not properly execute the commands. When we see this our easy fix has been to go into Server Manager and simply stop machines one at a time and re-verify the status then repeat until it is resolved. Sometimes stopping a single machine is all it takes and others we have had to go down to a single server. Once the server that was hanging or not providing a valid response back has been stopped and this error is no longer appearing you can simply restart the server in the cluster and it will join back in with the appropriate change made (in this example the services is correctly stopped or started but this issue has been seen during configuration changes being made, etc. with the worst issues of this occurring when updating certificates). Makes sense and understand those concerns. On the double authentication issue it would be a great fix if ESRI could pass through the credentials used during Enterprise sign in to AGO over to the ArcServer. Hopefully, down the road that happens to provide a true SSO experience.

Not sure what you are using for your enterprise authentication but would guess AD. Have you reviewed and tried using ADFS for your enterprise sign-on and authentication needs? Also, for the less than pleasant task of migrating things around in AGO for groups, users, maps, data, etc. I highly recommend the free app from GeoJobe. You can download the package for use in Portal and deploy it based on the document at http://www.arcgis.com/home/item.html?id=051146f34aec4ef8ac228b5e6b2b8eac but only up through step #8. The process in step #8 is not available from a service fed from an organizations ArcServer's and therefore enabling the tracking can't be completed.
