Yup this is due to using using Types and Size. In the web map the size is stored as a visual variable in the renderer and the style is type: unique value and then you have unique value groups & classes. When its just the size the style is stored as a type: classed size and we can store the class break info there. I played around with using binning on the layer + just the size style with some simple classes. If you publish a hosted feature layer on the item details page you should see a services.arcgis.com url. Do you see a number with that one? Also something to try is zipping up a file geodatabase with just the multipatch feature class in it and see if that publishes when going through ArcGIS Online My content > New Item and use the zipped geodatabase.

What type of account do you have? If you have a developer or trial account this wont support multipatch hosted feature layers and cause the cache to fail. If not one of those account types do you know what hive you are publishing to? This can be seen in the hosted feature layer url next to the services#.arcgis.com

We currently do not have this available for symbol deconfliction today. Clustering would do some of this but it would show the predominant feature. We also have symbol display order which would at least show the features in the order based of the Types/Unique Value style order.

You could author a scale based display filter in ArcGIS Pro and share that layer/web map to Online. Map Viewer and other apps like instant apps or dashboards will honor that display filter that would use scale based. Currently our client side binning is static to the scale it has been enabled at. Lines and Polygons also only support aggregation with binning. We are looking at dynamic binning and server side binning with multiple levels. Only clustering point features at this time is dynamic to the scale you are viewing. Thanks for posting this question.

Thanks for this feedback & use case write up. This is something on our roadmap and hope to bring a similar experience like in binning where you can use the summary statistic fields created to style the aggregated data. This wont be in the summer update but hoping for end of the year.
