For portal maps you need to tag the map as offline-ready when you save it. If you are using Esri basemaps for offline use in your portal you need to configure them for offline use. It looks like an issue with the point layers and trying to generate an offline renderer from them. If you change the renderer through Change Symbols and then click Save Layer on that point layer you will be able to download the map with both iOS and Android. ... View more

For your Create Replica error can you try to generate a replica through the REST endpoint of the service to see it is able to create a replica there. You can also enable the debug logs on your server and see if there are any info being reported back through the server logs. For the Esri basemaps you will need to have them setup as a proxied service item in your portal.
