The reason Portal related table support is not present is due to the web map authoring experience is slightly behind the AGOL map authoring experience. The Portal map author cannot enable related table popups on the table right now in their 10.3 release but will be there in Portal 10.3.1. ArcGIS Server feature services and ArcGIS Online hosted feature services both support related tables and being used in Collector, the app just requires a popup enabled on the table. Hey Warren, Here is a link from our doc going over related records: FAQs—Collector for ArcGIS | ArcGIS Related data is supported when using ArcGIS Online hosted feature layers or versioned data from ArcGIS 10.3 for Server or later. In a future release of ArcGIS for Server support will be added for archive-enabled data. When using related data, it is strongly recommended that you use GlobalIDs when defining relationships. Yup you can add new records to a feature when it supports a 1 to M relationship or if a feature does not have a related record yet in a 1 to 1 relationship. ... View more

-When you have a feature service with related tables in a web map you must first enable the popup on the table. If the popup on the table is not enabled the related table will not be displayed in the Collector app. -You access the related tables through the features popup. This should be one of the fields on the feature services does not allow null values and somehow it is sending a null value up to the service when you are syncing.
