You can set the dock position when configuring the Map in Experience Builder.  We do store it under the app cache when you choose to dock in Map Viewer but we don't write this into the web map yet because it is not part of our shared web map spec.   ... View more

We are working on it but were not able to get this into the 4.x JS Maps SDK which would bring support for this to Map Viewer, Experience Builder, Dashboards, Instant Apps and Story Maps for example. I tested this out with halo and checked our backlog and we have plans to support this for text symbols next release. I checked previous JS Maps SDK versions and the halo was not coming through other releases so it looks like not a regression from the recent update.
