I'd guess it's permissions on the AppData folder. Running it in ArcMap GUI is might be a different user than standalone Python.exe.

Really depends what your polygon looks like. if a fairly regular shape, then the last answer here https://community.esri.com/t5/data-management-questions/create-150-equally-spaced-points-in-a-region/m-p/352875 is to create a fishnet and with label points option ticked. But gets more complex the more irregular your boundary is, with no single trivial solution.

On the Edit tab you have an 'attributes' button (to the top right of Create, Modify, Delete, Select buttons). Click on that and it opens the attribute pane where you can quickly enter data for your new feature. You can even undock and drag that pane into the centre map to get the same functionality as QGIS.

You could do a spatial join with a Join rule fieldmapping of 'Sum', then add anew field and calculating the original polygon value + spatial join sum value. Are we talking 100s of individual layers, all containing different polygons? Do the schemas match? I think it's important to explicitly detail the nature of the data to get the right solution.

Sort tool then truncate and append the data back into the original. No easy way to do in-place as far as I know. Maybe an update cursor but it's the same principle but more convoluted.

Yes the basemap of the webmap dictates the spatial reference/projection of all other data, it's not an inherent property of the WebMap.

You can find this information in the REST service directory endpoint for your feature/item. In AGOL, navigate to your content then open up your item page 'Overview' tab. At the bottom right of the page you have a box with 'URL' above it. Click on 'View' (just above the box on the right hand side). This then takes you to the REST directory page for that service. There should then be a heading in bold called 'Spatial Reference' and the corresponding WKID.

Ah I see this on AGOL quite often and always thought it was a quirk or SAML auth for first-time logins. Always seems to catch-up after a day or so or maybe after their second login. What version of Portal are you on? The user report export may have better detail than the GUI (I appreciate the GUI runs off the REST interface but there might be some quirks in the interpretation). Are you comfortable using the Python or REST APIs to query against? Some Pro notebooks might be an option to try also.
