Use featureclasses in a file geodatabase and I see no reason to keep updating one file repeatedly especially when you seem to keeping old boundaries mixed in with the new. If you aren't using topology, there is little you can do to meaningfully clean up the data. How and by whom is the data being updated? and are all the apparent changes realistic? (roads and building boundaries that suddenly change suggest data management/processing issues)

If it displays in ArcMap or Pro,, When you Project it, try specifying an output *tif* file format and don't begin files with a number. If you are still having trouble, make sure that you are saving to your local machine on your main hard drive to rule out 'destination' issues.

rename the output so it doesn't begin with a number. Is the destination location folder on a 'real' drive? or is it a virtual drive or thumb drive? Make a folder called C:\myoutput and save the results there. I would also suggest that you copy your script and run it from there as well.

Ok that makes sense now, if they do indeed intersect the portion of the building that intersects with the circle. The simple addition average you show would only be for buildings *completely within* the circle.

Forward slashes are valid path separators. Raw encoding, double back slashes or single forward slashes will be parsed properly. Folders with spaces or characters other than letters and numbers and the underscore are iffy.
