So you want to do the reverse of what was proposed in this thread http://forums.arcgis.com/threads/4126-using-RECLASS-in-Raster-calculator if there is some numeric progression in the float values with respect to their integer counterparts, then you can recreate it using the raster

10 m resolution has nothing to do with the Z values, just the X,Y cell size. what are your Z values in? if they are in meters, then contour the data using the metric equivalent of 20 feet

check numpy array and masked array modues in Python, you will have to code it yourself, but it should be possible to return each neighbourhood given an input grid/matrix, there are no tools with ArcMap
