Enable the extension then go to ArcToolbox, all the functionality has been moved there and the toolbar you are looking at is a former shell of itself

it will always be rectangular surrounded by nodata values...symbolize nodata as white and it will give the illusion of being absent

make sure that the outputs aren't being added to the dataframe otherwise you will automatically have a file lock.

Ok I am confused...in one of your steps you disabled m-aware and now you are getting the m-aware error/warning...have you tried omitting that step to see if it goes away???

I am assuming you imported the spatial analyst. float should be capitalized what of the arcpy.AddMessage lines get displayed?

Distance is your only constraint, however, you could add penalties for slowing down at intersections. This is readily done as a service area analysis within the Network Analyst Extension.

Scale it up by a factor of 10 ie. Int("yourgrid" * 10) will retain one decimal place....just remember that you have done it when viewing/using the table in subsequent analyses

Totally not possible, you need an elevation file (DEM) for your area. Return when you have one and not an image of the area. Best of luck
