No...you need image classification software generally associated with the remote sensing field...manual digitizing is your best bet should you not have the aforementioned available

Sounds like a datum shift, perhaps your coordinate system and datum transformation aren't supported or adjustments weren't made for them

The files lack a *.prj file which defines what the coordinate system. You need to use the Define Projection tool to define them. The source site must have some information on this
