the cell size is the length of the side of cell...it is an unfortunately use of the term...but you are stuck with it More information can be obtained in the help files by searching "cell size"...for example ArcGIS Help (10.2, 10.2.1, and 10.2.2)

The gist I get from that error message is that this folder ... C:\Subhasis\Test\Neshanic_Python\extract\01367620-r-r\9 ... doesn't exist and I think you need to create a raster object before using save outname = Raster(os.path.join(outws,str(i), str(j))) but I can't check... see ArcGIS Help (10.2, 10.2.1, and 10.2.2)

Cell size does not describe the area of the cell but ... for square cells ... the length of its sides, hence, cell area = cell size squared

There are not tools to do this especially given your maximum sum of 32...there would be a number of ways to cluster the polygons by sum but what rule set are you going to use to control the spatial merge? or is that even important. This would have to be coded, so you will have to establish and articulate the rule set that you wish to use to accomplish this task.. Good luck

Not limited to... tests for nominal/categorical data If you wish to pursue regression, then use Google to search using... "regression analysis" "categorical data" as key phrase searches. There are scholarly articles if you have access to online journal acquisition. Spatial statistical analysis for categorical (ie nominal data) within GIS doesn't provide many tools although implementation of "joins count" statistics can be found. Scholarly papers will provide some reference to others. Keep us posted with findings.

You really don't indicate what you intend to use spatial statistics for. Perhaps conventional nonparametric statistics is all you really need (ie chi-squared testing etc). A lot of the tests rely on ratio or interval data, and I am not sure that traditional Joins Count Statistics can be emulated within one the other spatial tool options. If you have some questions that you would like to address, it would help individual formulate better suggestions.

Go to the Start button (lower left of the screen), select All Programs, navigate to the ArcGIS folder and Select the Desktop Administrator. From there you can set the extensions that you wish to evaluate, or if you have license codes, provide the necessary codes to allow you to use the extension. If you are not licensed to use the extensions, then contact your IT person if you have one.

You use the identify tool...don't forget for floating point rasters, the standard symbology will not be unique values and it will be unlikely that you can convert it to such given the possible range of values. The data are there...they are just classed into ranges, so if you want to see individual values, use the identify/info tool or use the Extract Values to points tool. Good luck
