Ok, does it print the other raster names and just not produce anything? if it prints the other names, have you looked on disk to confirm whether they are or are not there. I am not sure about the wildcard you are using either,

Assuming you are using ArcMap, go into ArcCatalog and copy and paste the coordinate system information. One may be "defined" as UTM 43N but it may not be projected as such. If they were properly defined and/or projected they would line up. The error lies with way this was done.

the first file has no zone designation. I would check both files to see if they are indeed 43N...perhaps one is a GCS which means that it is not projected at all.

As your criteria changes, I would also agree with your doing it faster by hand method, alternatively, do the agents have any preference as to their desired working area?

You mention zip file and shapefile...is there any chance that when you created the zip file, you only copied over the *.shp and left the other parts behind? or did you just zip the geodatabase? Did you move and unzip the file in a new location? Anything else you can think of since zipping should do absolutely nothing to corrupt files

I assume that you have the Spatial Analyst extension?! If so, did you rule out Euclidean Distance and/or Euclidean Allocation tools in Arctoolbox? (neither follow road networks however) Can you not just use vector data and associated buffers? (same limitation previously mentioned)

Never heard of it...of course, I am not a surveyor...perhaps some tags on your question might attract some. Did a google search for the software turn anything up? I am sure it probably reads *.dwg and/or *.dxf which you export to within arc*

Any information what program the file is going to? It would be a pain to search online to see what *.crd is associated with. If it some CAD format, see if one of them would be acceptable, I suspect the requested format has nothing to do with need...but nice. If anything is going to translate it, try FME at www.safe.com.

Is it possible that making a conventional toolbox (*.tbx) would have been a simpler approach? I am just wondering why you have opted for this level of complexity when the tasks to perform seem relatively simple? I am a curious as to what routes people take (ie ArcObjects, versus Addins vs tbx's versus standalone applications)

Mosaic to new raster would be a better tool to use. In any event, when combining two rasters together, you must go to the Environments tab for the tool you are using in Arctoolbox and specify the cell size and extent to use. This should be done as a matter of routine since not all tools honor all general settings.
