Selection options in the Public Notification app

I have the notification app up and running and it works beautifully but I've been asked numerous times if there is an alternate way to select parcels for the mailing labels.  Right night a buffer on a parcel and along streets are the only way to create the mailing list.  Many people want to create a list by selecting parcels with a graphic and not just with a buffer.  Are there plans to inlcude this option in the future?

We do not have any plans in the near future to make this enhancement to the application. However, we would love to hear more about this requirement. Could you describe the business need to manually select parcels for a mailing list?

We implemented the buffer workflow for parcel selection to meet the business need of being "legally required to notify the public within XX feet of a parcel".

Perhaps we're looking for a solution beyond "land use" notification.  We are also trying to use the app to enable non-GIS users to notify citizens when their street is being paved.  Being able to trace a street segment and buffer that line is functionality that I am looking for.  Or perhaps notify a subdivision of a special hearing or communicate home owners association info from the Police, which would be something that I'd like to draw an irregular shape for. 
One final instance is to notify a specified area about a road closure for an upcoming 5k or festival, this being a function of buffering a linear feature or drawing a polygon to select those citizens. 

Does that help with business case?
