In order to participate in ESRI's Community Maps Program, apparently we have to provide the data using ESRI's Local Government Information Model.

I cannot find the model to use with ArcEditor 9.3.1.

We plan to submit street centerlines and waterbodies.
Can anybody out there point me in the direction of what the LGDM standards are for those feature classes?

I'm not sure if there is a 9.3.1, but you can recreate it.  Download the 10.1 version and inside there is a data dictionary file.  Create the needed feature classes with the fields as described in the data dictionary and I think you should be good.
