Why can't I install the Water Utility Network Tools add-in? Every time I do this I get an error that says "No GUI components found in this Add-in. Add-in version does not match. I am using 10.4.1 and this appears to be the most recent version of the add-in.
Josh White did you figure this out? Could be that you have old version of other local government add-ins still installed, or could be that you didn't get the latest version of the add-in for some reason. I just tried this with your link and got the same results. I did a search for waterutility and I deleted everything that looked like an add-in except for the new one I just downloaded and that didn't help either. It came from a file called UtilityNetworkEditingandAndAnalysisA4W.zip
Josh White This add-in shares files with other ArcGIS for Local Government add-ins including Attribute Assistant, the addressing tools, and possibly a few others. There may be a conflict if an old version of one of those is on the machine.

Nope didn't work, and now, my attribute assistant is gone and I can't add it back either. I should add that I have never had to remove an old add-in before and have always been able to just upgrade as needed to the newest version without any hiccups. Now I am unable to add any add-ins at all at 10.4.1.
Hmmm...Something funny is definitely going on. What you are trying should work. I suggest contacting Support. They will be able to troubleshoot with you easier than I can through GeoNet.

That is a little more involved than what I want to do. I don't have Visual Studio either. I have opened a tech support ticket on it and they are working to help me. Sounds like I may have to reinstall ArcGIS for Desktop, not my idea of a good time.
As a follow up for those that may be following this thread:
Esri Support used the basic concepts found at Essential Python add-in concepts—Help | ArcGIS for Desktop
They sent me the add-in in its raw form (an Esri AddIn File) and installed it on the back end (by placing it in the well-known folder location C:\Users\<username>\Documents\ArcGIS\AddIns. I've asked if the Add-in Manager has had any bugs reported because that appears to be the case with this. There could possibly be a registry error that has prevented it from working as well, that would have been the next step prior to doing the reinstall mentioned above.
