Administrative Area Boundary Line Representation

I cannot seem to get the representation to work.  I saved the Topographic map document to the server and then repaired data source to point to the new location of the Local Government data.  Everything else seems to be working okay except for the representation in the Administrative Area Boundary Lines.

If I go to the symbology tab in the layer properties on the sample there is a Representations selection in the left contents.  However, in my map document the Representations section is not there!

Can anyone out there advise me on this?  I've not worked with representations before so I'm at a lose here!:)

Does the AdministrativeAreaBoundaryLines feature class in your new local government data have representations? You can confirm this by opening ArcCatalog > right-click on the AdministrativeAreaBoundaryLines feature class > click on Representations tab.
