Optimized Hot Spot Analysis and Incremental Spatial Autocorrelation yield different distance band results

I would like your ideas with the following issue.

I have 64 polygons and analyze unemployment. I want to find the scale of analysis  - distance fixed band.

I follow two ways:

  1. A) Use Optimized Hot Spot Analysis (This script uses Incremental Spatial Autocorrelation to define the scale of analysis). The optimal fixed distance band is 2979m. See last line in the snapshot below.
  2. B) I run Incremental Spatial Autocorrelation tool for the same dataset by myself. The peak is at 3296m (I have removed locational outliers). See last line in the snapshot below.



Why there is  this large  difference in distance band:  2969  and 3296.

I would expect similar results.

Any idea (especially from ESRI engineers) would help.
