To answer your second question,

I would scan the paper map--> Convert to Tiff--> Georeference the Tiff--> digitize the point pattern.

some tests...we used to do old school...albeit added by a calculator

• mean center and standard distance
• nearest neighbour analysis
• join count
• Moran's (for smallish areas)
• to name a few

Given enough time, you can do absolutely any statistical tests by hand that a GIS can do for you (kind of defeats the purpose of GIS, though).
