Populate field with value from underlaying polygon layer

I have two separate layers, property records and water meters.  I would like to populate a field in "water meters" with the value of a PID (Property Identification) field found in the property records layer for which it touches.

Is this possible?  Hope I have the right group.

The answer is to use the Geoprocessing Tool Spatial Join, answer from ESRI Tech Support.

This tool can be found in ArcToolbox> Analysis Toolbox> Overlay toolset> Spatial Join. Here is some information about how the Spatial Join tool works:
