The Topographic 3D basemap is very useful basemap especially for use in apps like Instant 3D Scene Viewer. Now, in ArcPro, this basemap has popups enabled by default that gives you the building name and height which is very useful info imo.
However, both in Scene Viewer and the Instant Scene Viewer App, you can't select a feature on this basemap. And so just to have the popups you have to add an additional layer.
So kindly add the popup functionality for this basemap (and similar) so that the user does not have to add another layer to get the height and building name popup, cheers.
I've got around this by adding an additional building footprints layer to the map and labelling them with this attribute data or by enabling pop-ups for further review. Having this as a default would streamline and improve efficiency, at least in the set-up of maps using this feature.

It will also help in saving on credits. Let's say you upload a layer with height and other information for a whole county, now such a dataset can be up to hundreds of MBs which can be costly in terms of storage credits.
