Rotate Point Symbol with Line Bearing

My previous request for a discussion on this issue did not work out so I will try again. Thank you to those that weighed in previously. 

For the purposes of rotating a point symbol,  I am looking for a tool that will read or calculate Bearing data of a line feature class and then insert the data into a ROTATION field for a point feature class. I have attached a sketch to help illustrate what I am trying to achieve.

Your options for rotating point symbols are like below, neither of which follow your example. The script Dan references uses the Arithmetic option (or at least, I think it does) If there is a problem with the script, please respond in that thread.

As I'm not exactly familiar with the possible types of bearing, can you provide a complete example of which type of bearing you're looking for? I'm finding examples where direction is also incorporated (e.g. 10.5 degrees N of E vs. 10.5 degrees E of N), which won't be described by a number alone.
