Overwriting must honor existing feature capabilities

ArcGIS Enterprise 10.9.1, ArcPro 2.9.x

After overwriting a feature service which in its prior state has 'delete' capability unchecked, the outcome results in delete capability being checked.  This is dangerous and unexpected.

Hi @MunroKevin,

Are you sharing a web feature layer that references registered data or copies all data? If you are able to reproduce the issue, can you share your steps?

To answer your questions:

We are sharing a web feature layer that references registered data.

Steps:

1. initial web feature layer publication to on premises Enterprise 10.9.1 using ArcPro 9.2.x . Set Operations to Enable editing: Add, Update and delete features

 Note that this option is selected because there is not an potion to both update features and add features

2. In ArcGIS Server Manager, uncheck the delete checkbox for that service and save/restart service

3. At a later time overwrite service after perhaps adding another layer to it (expecting overwrite to read the existing configuration), not seeing the overwrite honor the latest's configuration setting, instead delete is checked.

@MunroKevin Thanks for sharing your steps. This issue is actually resolved in ArcGIS Pro 3.0. Feature layer editing options were redesigned to match editing operations in ArcGIS Online, ArcGIS Enterprise, and ArcGIS Server. If you upgrade to the latest version, you'll see that there are separate Update and Delete options which will be honored when you overwrite the service. You can read more about this in Configure a web feature layer (see step 5).

I'd love to, however we license the ESRI solution 'Roads and Highways' on our ArcGIS Enterprise Portal. Is Pro 3.0 backwards compatible with publishing Location Referencing capabilities to ArcGIS Enterprise 10.9.1
