Using ArcGIS Server 10.5.1 I want to publish a mapservice with a single imagemoasaic dataset. However, I dont want to have the footprints and outline published with it as this creates too many extra layers in the map.

You could use Mosaic To New Raster—Help | ArcGIS Desktop to save the output image as a TIFF file (*.tif).

Use this file in Table of Content while publishing the map service.

But wouldn't this create a huge single TIFF which would be too bulky to work with? The mosaic dataset references tif images which are over 200MB each.
