How to create a multiple ring buffer from existing buffers

I have a set of buffers from 5-200m from a scheme at one metre intervals. Is there a way to make each buffer a ring, one metre wide, around the scheme? Alternatively, if I create new multiple buffers around the scheme which align with the existing ones, is there a way to spatially join the layers, but so that the attributes of the topmost existing buffer are the only ones retrieved by the new buffers?

Check on Outside polygons only while you using multiple Ring Buffer tool.
