Publishing an ArcGIS Runtime App using my runtime license key, are there any basemaps without the 1 million request limit?

There is a monthly request limit when using the ArcGIS Online basemaps with a named user or developer specific subscription.

I want to publish a free ArcGIS Runtime app in a marketplace using my Runtime license. Is there any basemap available not having request limit?

I would love to use the new Vector Styled OSM Nasenspitze https://esri.maps.arcgis.com/apps/View/index.html?appid=d6b18a2e774c4959ba855f6ac90952a2. The description shows this basemap is free to use, but there is no mention about any request limit.

Any help is appreciated.
