My name is John. I work with a small, local municipality in Central Florida. Im new to GIS and looking to get a solid foundation for GIS in general, as well as, ArcGIS software. What resources are recommended(books, websites, documentation)? TIA

Learn ArcGIS: New User

Esri also organizes MOOC programs. Register for these courses as well.

 

If you are also looking for software to learn and use for non-commercial purpose (also get access to training courses that requires maintenance), check out ArcGIS for Personal Use.

The resources Jayanata named are great.  If you are really interested in making a career in GIS and you have the time and ability, you might want to consider entering a GIS Certificate program.  A lot of universities are offering them now.  You can shop around and find the one that is right for you.
