I came to realize that there is a computationally demanding tone-mapping process involved. Whenever I used the CPU for transcoding, the video consistently stuttered (as expected). On the other hand, when I tried to force Plex to utilize the GPU, the transcoding speed was extremely slow, and I couldn't watch the movie at all. To resolve this issue, I decided to simply let the file transcode overnight and utilize the resulting file afterwards.
