Title Block for Different Layout Sizes - standards

Hi all,

I'm pretty green with ArcGIS, but was wondering what the best practise approach is for managing Page/Layout sizes in ArcMap.

Should I have a list of Templates such as A4 Portrait, A4 Landscape, A3 Portrait, A3 Landscape etc.. ?

Or is there a better solution.

What I want to do is have 1 design of my Title Block (Company logo, Dynamic text) and have these objects re-size/scale depending on what Page setup the user chooses.

Is it possible to have a Title Block dynamic depending on what page size the user chooses?
If I choose "scale map element proportionally to changes in Page size" this does what I want...however my titleblock becomes huge when I go from A4 layout to A0 layout.

Just wondering how people go about this.

Outside of writing a python script to handle this for you, map elements will not resize when you change the page layout via File-->Page and Print Setup
