Time enable layer

Hello,

How do I make a layer time enable where  I could see population change  by Blockgroups from 1990, 2000 and 2010 census data.

Are you trying do this in the ArcMap UI or automate it with arcpy.mapping?

Thanks Jeff,

I am trying in ArcMap. I have done couple of animations but not with following type of data. My idea here is to set a layer as a time enable and cache into ArcGIS Online. The highlighted column in table below, i.e, POP1990, POP2000 and Pop2010 would be time range.
