I have an excel file that has been saved in .csv format. It contains 4,375 records that has latitude/longitude coordinates
in decimal degrees.
I've tested some of my points singularly, and they fall within our municipal boundary. But after I've brought
in the .csv file and used "Display X,Y" all of the points display out in the ocean somewhere.
I cannot determine why this is happening.
Can someone please comment as to the cause of this?

longitude is the X latitude is the Y
Longitude is negative west of Greenwich
Latitude is negative south of the equator

Yes, my longitude values are something like -81.0037 and my latitude values are 46.48253

Ok you are in North America Mid-US, I am guessing. Did you define the coordinates using a Geogrqaphic Coordinate system like a NAD83 GCS or WGS84 using the Define Projection tool in Arctoolbox? Or is it undefined, or did you define it wrong. You have to define the existing coordinate system using the aforemention tool before you can project it using the Project tool in the same toolbox. A lot of people skip that step

Yes, it was a transformation problem. Wasn't selecting the proper geographic coordinate system. Now it works.
