It is not possible to have transparency on dynamic labels, but you can convert to annotation then set transparency on the annotation feature layer.

Thanks. That is something that I had never thought about. I was always bringing in my maps into photoshop and manually labeling things that needed transparent labels. I am glad I checked this out again.

From the annotation layer in the TOC, right-click > Properties (or double-click) > Display tab > Transparent.
It's a percentage scale where 0% is opaque and 100% is completely transparent (i.e. invisible).
