I must say, Iowa has always been top notch and ahead of its time in GIS usage. I was using the Iowa DNR website back in the 1990's to download spatial data.
I am a native Iowan, so...maybe I am a bit partial.
The GIS staff at Iowa DOT are top-notch people to work with. I had a small role in the Low Distortion Projection Zones project as linked to on their Geospatial Applications page, and the delivery of that project was greatly facilitated by IaDOT professionals like Eric Abrams and Tom Samson.
