How can I link an existing annotation layer to polygon feature class.

I have created the sad situation where I have some polygons in a file geodatabase, and an annotation feature class in a different personal geodatabase.  What would be the steps to link these annotations to the polygons to create feature linked annotations?

You want to create the feature class in which geodatabase - the File gdb or the Personal gdb?

I have an existing polygon FC in a 10.2.2 file geodatabase.
